Council narrows City Beach design direction after public input; staff to refine RV‑park alignment and boat‑launch options

Sandpoint council advanced the City Beach redevelopment on July 1, directing staff to refine site plans for the City Beach RV park and the adjacent boat‑launch/parking area after hearing three concept layouts from consultants and staff.

Community & Planning Development Director Jason Welker summarized public outreach results — including a Saturday farmers‑market session and an online survey — and said feedback favored an RV access approach shown in the consultants’ concepts B and C. Landscape architect Jeff Stiltz of MTLA reviewed the three alternatives, describing tradeoffs among vehicle counts, pull‑through vs. back‑in boat trailer parking, and green‑space impacts.

The options: consultants presented a concept that keeps RVs entering under the bridge and backing into sites, a second that routes RVs into City Beach circulation before entering the RV area, and a third that preserves pull‑through boat‑trailer stalls while slightly reducing vehicle counts. Jeff Stiltz said the most frequent public comment was a preference for some pull‑through boat‑trailer parking; Jason Welker said the state waterways grant reviewer had urged staff to “listen to your citizens” on trailer configuration and flagged that some grant reviewers favor pull‑through layouts.

Council action: after discussion about vehicle circulation, green‑space tradeoffs and amenities (tent‑camping for hike/bike users, small enclosed pet‑relief area for RV visitors, restroom/shower placement and possible van‑camping spots), Council President Deb Rule moved and Councilmember Joshua Torres seconded a direction to staff to proceed refining the RV‑park alignment consistent with the preferred flow shown in concepts B/C and to continue refining boat‑launch and parking options with committees and commissions. The motion passed on a roll call.

Next steps: staff will return the refined layout to council and route the designs to advisory bodies (parks commission, bike‑ped committee, SURA) and pursue grant applications (including a waterways‑improvement fund application planned for the winter cycle). Director Welker said design will also address stormwater and pedestrian-vehicle conflicts identified in the concepts.
