Township Manager Joseph Sabatini said the revised approach removes a full regrade in favor of trenching every 20 feet with stone and perforated pipe, amending existing topsoil with about two inches of sand, and installing sod and irrigation. The plan includes a proposed berm at the woods edge; staff recommended that replacement pump controls and the pumphouse shed be included as bid alternates so these items can be added if funding allows.
Dennis Keenan (attending by Zoom) answered technical questions; he said the revised scope is a cost-conscious solution that preserves the option for future enhancements. Councilwoman Sheila Franco moved and Councilman Robert Proctor seconded a motion to proceed with the plans and go to bid. The motion passed with a recorded tally of four yes and one no.
What comes next: Staff will prepare bid documents with add alternates for the pump controls and pumphouse, release the bid package to meet the timeline necessary to award a contract before year-end and use ARP funds as the primary funding source with open-space funds as backstop if required.
