Byram adopts NJDEP model noise ordinance on final reading

Byram Township Council passed Ordinance 013-2024 on July 16, adopting the New Jersey Department of Environmental Protection’s model noise ordinance and replacing the township’s existing noise code (Chapter 171).
During the public hearing resident Andy Swartz thanked the council and asked who residents should contact to enforce the new rules. Mayor Rubenstein said the township must first receive any necessary state approvals before moving forward and that residents should contact the police department to report potential violations until the administrative details are finalized.
What changed: The ordinance replaces the prior local noise-control code with the NJDEP model language; council members did not record extended debate at the public hearing. The ordinance passed on final reading and a notice of final passage will be published as required by law.
Next steps: Township staff will follow state approval procedures and implement enforcement steps once approvals are complete.
