East Lyme ratifies police contract and names Police Chief Kevin Glenn emergency management director

The East Lyme Board of Selectmen on July 1 authorized the first selectman to enter into a collective bargaining agreement with Police Union Local 2852 covering July 1, 2026 through June 30, 2030 and appointed Police Chief Kevin Glenn as the town’s emergency management director for a four-year term.

The board conducted the contract discussion in executive session and returned to the public record before taking the ratification vote. Board members said the agreement met town objectives of retaining officers while balancing concessions on both sides. The motion to authorize the first selectman to sign the contract carried on a voice vote.

On the personnel item, the board discussed Chief Glenn’s qualifications and recent emergency-exercise performance. One selectman said Chief Glenn has demonstrated the ability to marshal assets and coordinate among departments during drills; the board then voted to appoint him emergency management director for four years.
