East Lyme approves $3.97 million bond package for radio system, paving, and equipment

East Lyme voters approved a $3,974,425 bond measure at a July 1 special town meeting to fund multiple public improvements, including upgrades to the town’s radio communications, road and bridge work, and public-safety equipment.
Dan Cunningham, First Selectman, reviewed the largest line items in the package: $1,365,000 for a townwide radio communications system to improve interoperability among police and fire, $720,000 for bridges and paving, funds for police and firefighting equipment (including a patrol vehicle and tactical equipment), and the refurbishment of an existing ladder truck rather than purchasing a new apparatus. He said the ladder-truck refurbishment will replace hydraulics and other systems as a cost-saving measure compared with buying a new vehicle.
Cunningham also noted funds for information-technology upgrades, a replacement loader for the transfer station, HVAC and Americans with Disabilities Act upgrades at the community center and other miscellaneous infrastructure and insurance costs. He characterized the projects as necessities for maintaining town services and urged support for the package.
After Cunningham’s presentation, no one else spoke on the item. The moderator called the voice vote and announced the motion carried, authorizing the town to issue bonds and to use temporary borrowings pending bond issuance. The meeting record does not include a roll-call tally; votes were decided by voice.
