The resolutions appropriate $372,000 for design work at the East Lyme Well 1A6 site and $378,000 for design at the Well 4A site, and authorize the town to issue bonds of those amounts to meet the appropriations, with temporary borrowings permitted pending bond issuance. Moderator Mark Solerno opened the meeting and called the items before the room.
The measure’s sponsor described the expenditures as strictly for the engineering and design phase. “This is for the design phase of PAS removal system and ultimately it’ll be a really, really giant size — a big activated charcoal — and running the water through that activated charcoal medium will take out the PAS contaminants,” the speaker identified in the transcript as Mr. First said, describing the technical approach being planned. He emphasized the appropriations cover design only, not construction.
No members of the public came forward to speak on the items. After a motion and a second, the moderator called a voice vote; the moderator announced that the motion carried for each resolution. The votes authorized the town to move forward with engineering and to pursue bond financing and short-term borrowings as needed.
The resolutions recorded in the meeting notice and read aloud authorize the town to proceed with design and bond authorization; the meeting did not approve construction contracts or construction funding. The town clerk read the call to meeting and the full titles of the appropriations as they appear in the notice.
