Staff cited an example funding scenario used for illustration: for a $150,000 planning project the town could be eligible for an 85% grant ($127,500) with a 15% local match ($22,500). Board members noted that grant awards are reimbursable and that any match obligation would be reflected in a future budget if an award is made.
The gatekeeper resolution does not obligate the town to spend funds unless a specific award and contract are executed. Staff told the board that awards in prior cycles have taken months to finalize, and any contracted work would follow the town's procurement and fiscal policies. The board also approved that the town supervisor sign a letter of support for the smart-growth zoning grant application as part of the CFA packet.
Board members said the CFA and smart-growth designation could improve the town's eligibility for housing-related planning funds, but several residents urged delaying zoning changes until housing-location studies and environmental assessments were complete. Staff reiterated that plan adoption and zoning updates are separate steps and that project-level environmental reviews would still be required for specific proposals.
