Winthrop council approves security grant, camera policy, contractor and water-tower repainting

The Winthrop City Council approved a package of procurement and policy actions that the council said support public safety and routine municipal operations.
Council Member Brian Kelchen moved, and Ann Myers seconded, to accept a $1,000 ICAP grant to purchase security cameras and fire extinguishers; the motion passed with all members voting aye. The council separately approved a Security Camera System Policy on a motion by Jim Loughren, seconded by Lee White, to govern installation and use of cameras.
The council approved Kress Koncrete as the city's concrete contractor for fiscal year 2027 on a motion by Lee White, seconded by Brian Kelchen. Council also approved a $34,320 expenditure to paint the outside of the water tower following a motion by Ann Myers, seconded by Brian Kelchen; that motion was carried unanimously.
The council adopted Resolution 26-10, outlining proper agenda-posting practices under Iowa rules, on a motion by Jim Loughren, seconded by Chance Cook; the motion carried with all ayes. No dissenting votes were recorded on any of the items approved.
The approvals are intended to equip city facilities and move forward with planned maintenance and vendor selection; expenditures and the policy will be implemented by city staff according to standard procurement procedures.
