Lucas Elsebernd of Fehr Graham met with the council to update members on the water-plant project and said the engineering firm will begin calculating costs for related street improvements on 5th Street (Adams to Jefferson) and Adams Street (5th to 6th) for FY 2028 planning. The council approved moving forward on the contract on a motion by Council Member Jim Loughren, seconded by Council Member Lee White; the motion carried with all members voting aye.
The council also discussed pursuing a Community Development Block Grant (CBDG) of $500,000 to help fund the water-plant work and agreed to set up a meeting with a grant representative to assist in application efforts. No formal grant award was made at the meeting; the discussion was to initiate the application process and gather information on eligibility and next steps.
The vote to sign the contract was recorded as unanimous. Next steps set by the council include Fehr Graham's cost estimates for street improvements and follow-up work to explore CBDG funding options.
