Sauer traced local connections to the Northwest Ordinance — naming free public education and a ban on slavery as its two principal commitments — and described how those promises played out unevenly in Franklin County. She discussed 19th‑century public‑health crises tied to geography and sanitation, the presence of African‑American settlements across Ohio, and local actors who worked for racial justice and social welfare.
Sauer also warned about the rising use of artificial intelligence in research and education, saying libraries and historical organizations should help ensure AI is used as a tool without allowing generated content to replace vetted historical records. She offered specific local examples, including research on inventor Granville T. Woods and early charitable organizations such as the Female Benevolent Society.
Commissioners thanked Sauer for the context and said the presentation would be made available in the session video and materials. The presentation was delivered at the start of the meeting and was not a vote item.
