Mount Vernon council approves third event-center liquor license; OKs $960,442.64 in bills

The Mount Vernon City Council on Sept. 5 approved an ordinance increasing the number of 'Event Center' liquor licenses from two to three and voted to pay $960,442.64 in consolidated vouchers.
City Attorney David Leggans presented the ordinance for first reading; City Manager Bechtel explained that the 'Event Center' classification permits the sale and consumption of alcoholic beverages only during scheduled events, prohibits package sales, disallows operating a lounge or bar on the premises except during scheduled events, and excludes video gaming. Council Member Donte Moore moved to suspend the rules and take immediate action; the motion passed. Moore then moved to adopt Ordinance No. 2023-32, and Council Member Mike Young seconded. The ordinance was approved on the council floor with Council Members Ray Botch, Donte Moore, Mike Young and Mayor John Lewis voting yes. Council Member Joe Gliosci was absent.
Earlier in the meeting the council approved the minutes (Journal) of the Aug. 21, 2023 regular meeting after a motion by Council Member Donte Moore and a second from Council Member Mike Young. The council also approved consolidated vouchers for accounts payable in the amount of $960,442.64 on a motion from Council Member Ray Botch and a second from Council Member Donte Moore.
Mayor John Lewis reminded the public about the Cedarhurst Arts & Craft Fair scheduled for Friday through Sunday. With no items for executive session and no visitors speaking, Council Member Mike Young moved to adjourn; Council Member Donte Moore seconded and the meeting ended at 7:06 p.m. Deputy City Clerk Becky Barbour recorded the adjournment.
Votes at a glance: the journal approval, the consolidated vouchers ($960,442.64) and Ordinance No. 2023-32 were each approved with recorded yeas from Council Members Ray Botch, Donte Moore, Mike Young and Mayor John Lewis; Council Member Joe Gliosci was noted as absent for those actions.
The ordinance changes the numeric cap on 'Event Center' licenses from two to three and does not alter the event-only limitations on alcohol sales or the prohibition on video gaming under that classification. The council did not debate other substantive amendments to the licensing rules at this meeting and took no further votes on licensing regulations.
