At its Aug. 20 meeting, the Rio Vista City Council approved consent calendar items and the monthly revenue, expenditure and fund-balance report while residents warned that several enterprise funds are operating at a deficit and that the general fund faces depletion if trends continue.
Resident Chris Armbrust (California Street) urged the council to pay attention to fund balances, citing July figures: "we have, 4,000 in expenditures and nothing in revenues" and noting year-to-date figures that look negative for several enterprise funds. Armbrust said operating shortfalls in water and wastewater and a large negative balance at the airport raised the risk of drawing on the general fund to maintain services.
The city manager and finance staff explained that timing and billing cycles can make a single month's figures appear negative; fund balances are used to smooth cash flow until revenues are recognized. The manager also said the airport shows a negative fund balance because the general fund historically lent the airport about $1,000,000; auditors have suggested writing that loan off because the airport lacks the ability to repay.
The council, after questions and public comment, approved consent calendar items (items 6.1 and 6.4–6.8) and then voted to approve items 6.2 and 6.3 by roll call. Staff and council emphasized that ongoing sales-tax revenue challenges make the general fund position concerning and could require rate increases or further budget actions.
What happens next: Staff will continue monitoring fund balances and incorporate these fiscal concerns into upcoming budget discussions and any voter-directed measures.
