Council approves liens on three parcels, waives fine and delays a fourth for 60 days

At the Aug. 6 public hearing, staff presented four parcels for liens due to unpaid administrative citations stemming from code‑enforcement actions. Staff said one parcel previously listed had been remediated and removed from the current resolution; the remaining properties still had outstanding violations. Property owner William Gevurn appeared and said his mother had died earlier in the year, he had only lived at the property a short time and had been working to clean the site. "I've cleaned up a good chunk of that stuff even though it's not my mess," Gevurn said, and he objected to immediate liening given the circumstances.
Council members expressed sympathy and discussed a timeline for remediation. By consensus the council agreed to continue action on the Flores Way property (corrected in the hearing to 835 Flores Way), waive the $100 administrative fee if abatement occurred within 60 days, and approve liens for the other three parcels (572 Stuart Way; 228 California Street; 512 Gardner Way) with staff directed to document current conditions and coordinate with the new occupant to ensure compliance.
The motion passed on roll call. Staff noted that continuing the one item for 60 days would delay placing that lien on the current year's property tax roll if the council ultimately chooses not to lien.
