Cameron County commissioners reject Recreation Center renovation bids, agree to rescope and rebid

The Cameron County Board of Commissioners voted on Oct. 7 to reject all submitted bids for the planned Recreation Center renovation and authorized staff to rescope the project and prepare it for rebid or to pursue supplemental funding.
The board opened three bids for the project at the meeting. The bids as read included a low bid from Moyer Building & Remodeling for $425,000 and higher offers from two other firms. The board's project manager told commissioners the county had applied to the PDBA program for $430,000 but the submitted bids “substantially exceed[ed] the budget,” leaving the county short of the grant amount.
“There’s no way to bridge the gap without either rescoping the project or seeking more funding,” the project manager said during the discussion. Commissioners debated options including rejecting the bids outright and rebidding with a reduced scope or attempting to negotiate changes in materials or scope to lower costs.
A motion to reject the bids and resubmit the project for rebid at the recommendation of the project manager passed on a voice vote after a motion, second and discussion. The board instructed staff to review the bid specifications and prepare revised documents so the county can move forward as quickly as possible under PBDA timelines.
The decision means the county will not immediately award a construction contract and intends to return with revised procurement documents. Commissioners noted the need to preserve eligibility for the PDBA grant while adjusting the scope so the project can proceed without exceeding available funds.
What happens next: staff and the project manager will prepare a rescoping plan and a revised bid package. Commissioners indicated a goal of speeding the process but acknowledged rebidding will delay construction compared with the original schedule.
