Cameron County commissioners on Tuesday approved a slate of routine contracts and appointments and authorized a $1 million tax anticipation line of credit, choosing a Northwest Savings Bank proposal that board members said was the most cost-effective option for the county's expected short-term needs.
The board voted to renew a public safety agreement for building fire alarm and sprinkler inspections with Johnson Controls, approved a four-year prepaid premium for tax collector bonds, and authorized $2,478 in funding to the North Central Pennsylvania Regional Planning and Development Commission. Commissioners also confirmed appointments to regional planning and emergency committees and extended a service agreement between Cameron County Children and Youth Services and Capsi, Inc.
The tax anticipation discussion focused on two bank proposals. Northwest Savings Bank offered a $1 million line maturing June 30, 2026, with interest-only monthly payments at an annual rate the packet listed as 4.66% and a $1,000 origination/commitment fee; Citizens & Northern proposed a $1 million line maturing Dec. 31, 2026, with a fixed 5.25% rate and no origination fee. Commissioners noted the county historically has used far less than the full line (about $400,000 drawn last year) and concluded that, for their expected use and repayment timeline, the Northwest proposal would cost less overall despite the origination fee. The board voted to accept the Northwest Savings Bank proposal.
Other approvals included a $4,000 liquid fuels award to Driftwood Borough for winter maintenance, adoption of an executive summary to the county's continuity of operations plan, and a proclamation designating November 2025 as Cameron County's participation in Operation Greenlight for Veterans.
The county's finance staff emphasized the line of credit is a borrowing tool the county may draw on if needed and does not require immediate full draw; last year's interest costs on short-term borrowing were reported to be under $10,000. The meeting adjourned after a short public comment period.
