Scott council approves annexation, police hires and DOTD sidewalk commitment

The Scott City Council on Sept. 2, 2021 approved several budget amendments and ordinances, including a boundary annexation, funds for two new police officers and related equipment, and a resolution committing the city to a state sidewalk project.
Councilman Boudreaux moved to adopt Ordinance 2021-11, enlarging the city limits to include the Vannoy Family/Pitt Road area; Councilman Hollier seconded and the motion carried by majority, with the minutes recording the adoption but not a roll-call tally.
The council also amended the police department budget to add $110,000 for salaries and benefits for two new officer positions after Councilman Hollier’s motion; Chief Leger said overtime associated with the Boudin Festival would offset the amendment and that the hires were expected to enter the academy in September 2021, graduate in December 2021 and be fully trained for road duty by May 2022. Separately, Councilman Suire moved to amend the budget by $62,000 to buy one vehicle, vehicle equipment and a body camera for the new officers; that motion also passed.
Councilman Boudreaux moved a $115,000 amendment to the budget to cover the city’s portion of the LCG 2020 Rural Asphalt Overlay project to reconstruct Ulinor Road; Councilman Bergeron seconded and the council carried the motion.
On infrastructure, Councilman Hollier moved to adopt Resolution 2021-28, certifying to DOTD that the City of Scott will assume the required 20% local match, design engineering, construction administration, testing, management, maintenance and any legal liability for the Old Spanish Trail Sidewalk Project. The mayor told the council the application process would be lengthy and that the project would provide about $1.74 million in handicap-accessible sidewalks and drainage improvements from Alfred Street along Old Spanish Trail. The resolution passed by majority vote.
Councilman Bergeron introduced Ordinance 2021-12, proposing amendments to section 24-26 and appendix C of the Scott Municipal Code; no discussion was recorded and the ordinance was scheduled for adoption at the Oct. 7 meeting.
The meeting opened with a prayer led by Councilman Bergeron, included ceremonial proclamations naming Sadie Guidry and Lily Girouard as 'Angler of the Year' and an award presented by Chief Sonnier to Zachary Leblanc as 'Firefighter of the Year,' and adjourned at 7:45 p.m.
