Scott council adopts agreement with Sustainability Partners to upgrade Scott Park

The City of Scott Mayor and City Council unanimously adopted Resolution 2021-37 on Nov. 10, 2021, authorizing the mayor to execute a cooperative endeavor agreement with Sustainability Partners, LLC to finance and deliver a package of improvements at Scott Park.

Mayor Richard presented a rendering of the proposed upgrades, which the minutes list as turfing of infields on all fields, new fencing and netting throughout the park, drainage improvements, new batting cages, removal of a condemned playground and new lighting. Councilman Boudreaux moved to adopt the resolution; Councilman Suire seconded the motion and it carried unanimously.

Jason Hewitt, identified in the minutes as a representative of Sustainability Partners, explained the financing arrangement: Sustainability Partners would finance the capital improvements and the City would repay the company through a monthly usage fee. Charles Dawson, identified as a representative of Geo Surfaces, Inc., was named as the contractor to install the listed improvements.

Councilman Montoucet spoke in favor of the park improvements and asked council members about adding a discussion of a hotel/motel tax to the Dec. 2021 agenda; the minutes record that other council members voiced support for both the Scott Park improvements and placing the hotel/motel tax item on the December agenda.

The resolution authorizes the mayor to execute the cooperative endeavor agreement; the minutes do not provide contract terms, the monthly fee amount, or a project timeline. The council adjourned the special session at 2:10 p.m.
