Tom Bunker and his team presented plans for a raise-and-build on proposed Lot 2 of a multi‑lot division at 282 Quisset Avenue. The property crosses coastal-bank and flood-zone lines and is in mapped priority habitat that triggered review under the Massachusetts Endangered Species Act (MESA). Bunker described proposed mitigation, and Robert (landscape counsel) argued mitigation could be located on an area that will become future Lot 3 because the parcel is currently under single ownership.
Staff and commissioners cautioned that mitigation location should provide environmental benefit and noted the proposed area was shaded and contained poison ivy; staff asked for LEC-led wetland flagging and MESA documentation. "MESA takes a while... it might take 30 days from the time they get the entire file," Bunker said. The commission agreed to continue the hearing to July 15 to allow the applicant to submit MESA responses and updated wetland data sheets.
Commissioners and staff emphasized that the commission must be satisfied with mitigation siting and planting suitability before final approval, and noted that any order of conditions would run with the title while the lots are recorded. The continuation gives staff time to review MESA comments and LEC flags and for the applicant to propose a mitigation location that staff finds suitable.
