Shawnee County approves maternity home and assisted‑living conditional use permits

Joan Ethani, director of Land Use & Development, described a request from The Villages for a conditional use permit at 7220 Southwest 10th Street in Mission Township to convert existing on‑site buildings into a maternity home. Ethani said the site would allow homeless and pregnant adult women and their children to live at the home with a maximum residency of 12 (the count includes unborn children), with up to six pregnant adults at any one time and four staff on duty daily; there will be no live‑in staff. The planning commission had approved the request 6–0 after public notice to properties within 1,000 feet; no opposition responses were reported. Mark Burnernhey, CEO of The Villages, spoke in favor; the commissioners closed the public hearing and approved resolution R2026005 with conditions tied to the applicant's business plan.
Ethani also presented a conditional use permit request for a Type 2 medical care facility (a "home plus care" assisted‑living model) at 738 NE 43rd Street in Soldier Township. The facility would provide 24‑hour assisted living services and medication management for up to eight residents in private and semi‑private rooms. Ethani said the planning commission heard one neighbor at its hearing with traffic and property‑value questions; environmental health reviewed septic capacity and concluded the site would comply with required standards. Britney Taylor, who said she will own Bee's Place, spoke in favor about personal experience providing home care for a family member. The board closed the hearing and approved resolution R2026006 by voice vote (3–0).
Both land‑use items carried conditions and will be subject to compliance monitoring; Ethani noted that failure to follow the approved business plans would require applicants to return for amendments to their conditional use permits.
