Town board adopts CDBG amendment for emergency utility assistance; record shows differing posted draft for community center funding

The Town Board moved forward with an amendment to the FFY 2025–26 Community Development Block Grant (CDBG) Annual Action Plan during its April 1 meeting and related committee actions.
At a public hearing on the amendment (published and posted March 23, 2026) the items shown in the posted draft listed two $100,000 budget transfers from CDBG unprogrammed funds: one to a Southern Tier Community Center capital project and one to CDBG Emergency Utility Assistance. The public hearing was opened for the 30‑day comment period; no members of the public spoke and the hearing was closed.
The Planning, Zoning & Economic Development Committee later filed and the board adopted a prepared resolution (Res. by David Kudgus, seconded by Thomas R. Augostini; Vote: All yes) that records the amendment as: Budget Transfer #1 — $50,000 to Southern Tier Community Center Capital Project; Budget Transfer #2 — $100,000 to CDBG Emergency Utility Assistance. The minutes show the resolution was adopted unanimously by the members present.
Minutes and meeting documents therefore reflect two different posted/recorded figures for the Southern Tier Community Center transfer (an earlier posted draft showed $100,000; the adopted resolution records $50,000). The board did not take public comment at the April 1 hearing. The Planning Committee’s recorded resolution is the operative board action as reflected in the minutes; staff were authorized to post and publish required notices for the amendment.
