Town administrator: failed override will force difficult budget choices and affect staff morale

During the town-administrator report, the administrator said the recent special-election override failed and described consequences for town operations and staffing.
The administrator said the override package had included public-safety funding, a full-time school position and market-rate salary adjustments. "I am very disappointed that the override failed," the administrator said, adding that morale among town staff is low and that the next fiscal year will include difficult negotiations: "I'll be negotiating three collective bargaining contracts with the DPW, fire, and police," the administrator said. The administrator warned that without additional revenue towns often must reduce services and that the current 2.5% local levy increase mechanism is increasingly inadequate to keep pace with inflation.
Board members acknowledged the need to understand resident priorities and recommended starting next year’s budget process earlier and clarifying tradeoffs to voters. The administrator said extensions on current collective bargaining contracts take the town through June 30 of the coming year; the town will begin budget planning well ahead of the typical December start.
No board action was taken; the administrator asked the board and staff to engage in longer-term outreach and earlier budget planning.
