Shawnee County reviews capital projects update; several 2025 items complete, others encumbered

Jennifer presented a capital improvement program (CIP) update at the Dec. 18 work session, summarizing 2025-approved projects, recently completed items and outstanding encumbrances.
She said multiple smaller projects were completed and paid (courtroom equipment, sheriff vehicle replacements, public-works backhoe, event-center sport-court purchase) while other items remain ordered or encumbered pending invoices or installation (perimeter door replacement, DOC security equipment, a recently ordered dump truck). A courthouse landscaping and irrigation project came in below its original estimate, and some funds were reallocated to an exterior door replacement that has been installed and paid.
Jennifer said the courthouse restroom renovation is a multi-year effort with roughly $565,000 committed to date across prior appropriations; the county will reissue an RFP under the new facilities director to refine scope and procurement. She also reviewed prior-year items that remain open: emergency-management siren and radio work (awaiting final invoices), phase-one fiber connections not yet started, Heritage Hall work nearly complete (about $15,000 remains), and tactical command vehicle updates with a remaining balance.
No votes were taken on CIP items at the work session; staff said updates will be included in upcoming quarterly financial reports and that some prior-year funds may be repurposed for IT network-switch replacement when appropriate.
