River Ridge CDD appoints Keith Merrill to vacant seat; elects officers via Resolution 2025‑01

At its Oct. 22 regular meeting the River Ridge Community Development District appointed Keith Merrill to fill the vacant Seat 1 (term expiring November 2026).
Chair Bob Schultz nominated Mr. Merrill and, with no other nominations, the Board approved the appointment on a motion by Mr. Schultz, seconded by Mr. Twombly. Mrs. Adams, acting as a notary, administered the Oath of Office. Mrs. Adams and District Counsel Tony Pires reviewed ethics training, Form 1 filing, the Sunshine Amendment and Code of Ethics guidance, and the Form 8B memorandum process for voting conflicts.
Separately, the Board adopted Resolution 2025‑01 to elect and remove officers. Mr. Blumenthal nominated officers including Bob Schultz as Chair and Terry Mountford as Vice Chair; the Resolution also removed James Gilman from his Assistant Secretary role and retained several prior staff appointments (including Chesley “Chuck” Adams as Secretary and Craig Wrathell in assistant roles). The motion to adopt the resolution passed unanimously.
Why it matters: Filling a vacant seat and confirming officers establishes the Board’s quorum and leadership for upcoming decisions, committee assignments and interactions with district staff and external contractors. New supervisors must complete statutorily required ethics training and file the appropriate disclosure forms.
