The River Ridge Community Development District on Aug. 27 adopted its fiscal year 2024/25 budget and approved a special assessment roll after brief public hearings in which no property owners spoke.
District Manager Chuck Adams told the board that the budget included in the meeting packet contained errors; supervisors and staff corrected scrivener items, including a revision to the “Street sweeping” description. Mrs. Cleo Adams opened the public hearing on the budget and, with no public testimony, the board approved Resolution 2024-07 relating to the annual appropriations and adopting the budget for the fiscal year beginning Oct. 1, 2024 and ending Sept. 30, 2025. Mr. Kurt Blumenthal moved to adopt the resolution, Mr. Robert Twombly seconded, and the motion passed with all in favor.
District Counsel Tony Pires then recommended a public hearing on Resolution 2024-08, which makes a determination of benefit and imposes the special assessments for FY 2024/2025. Mrs. Adams opened the hearing; no affected property owners spoke. The board directed deletion of all references to “Exhibit B” from the resolution text and, on motion by Mr. Blumenthal seconded by Mr. Twombly, adopted Resolution 2024-08 as amended.
Mr. Pires asked whether staff had received public emails about the budget; Mrs. Adams said none had been received. The board approved both resolutions by unanimous vote. The budget adoption authorizes the district to levy assessments and to make routine budget amendments as provided in the resolution.
The board also noted that members must complete required ethics training and financial disclosure forms, and staff added an initial goals-and-objectives reporting task to the key activity dates (the first performance report is due Dec. 1, 2025). The district will post required documents on its website per statute.
