Commission approves easements to clear way for View Vista water and sewer project

Livingston’s city commission voted June 29 to accept utility easements from the Livingston School District that staff say are required for a federally funded View Vista water and sewer improvement project.
Staff described the easements as the recorded legal rights for the pipes the city will connect into behind the Sleeping Giant building near East Street. "Because there are federal Clean Water Act monies involved in this project ... we were unable to successfully complete the site title opinion without having the easements established for the pipes that we are hooking into," a city official said during the meeting.
The staff presentation explained the easements are needed before the city can finalize the property title work tied to the federal funding and to allow a construction contractor to begin work in a short window. Staff said the project will provide new water and sewer service to the View Vista community and help maintain the area as an affordable‑housing hub in Livingston.
A commissioner asked a clerical question about a misspelling in the draft easement document; staff said the error could be corrected when the documents are finalized. No members of the public spoke on the resolution.
Commissioner Wilcox moved to approve Resolution 5196 and authorize the chair to sign; Commissioner Daniels seconded. The chair called the roll and announced the motion carried.
The resolution authorizes the city manager to sign associated documents so staff can complete the title work and move the project toward construction. City staff told commissioners a contractor is ready to start work as soon as the easements and title issues are resolved.
Next steps: staff will finalize and sign the easement documents and proceed with required title and funding compliance steps. The commission’s next regularly scheduled meeting is July 7.
