A committee member said the sustainability group and planning board have discussed the measure and that adopting a super-stretch standard could raise upfront building costs; a planning-level figure mentioned in the meeting was roughly $100,000 in additional initial costs for projects that eliminate fossil fuels or require offsetting measures. Committee members agreed they need more detail and that early coordination with the sustainability committee and planning board is necessary to avoid surprises in permitting and cost estimates.
Staff and the design team said they will meet with sustainability representatives (a meeting was planned for mid-July) to map compliance pathways, clarify whether the station may be grandfathered or must meet new thresholds and identify grant or design approaches to reduce life-cycle costs. Design staff noted that fully electric strategies with electric backup generators are possible but raise questions about redundancy and resilience, and that dual-fuel or "electric-ready" approaches are commonly considered when municipalities need compromise between operational risk and energy goals.
The committee asked the design team to model energy options as part of schematic design and to factor in any likely code or permitting requirements when preparing cost estimates and alternatives.
