Committee: Alta survey underway, town expects to close on 984 Mass Avenue this month

The Boxboro Fire Station Building Committee said the town remains on track to acquire a parcel at 984 Mass Avenue after its consultants reported an ALTA/NSPS survey is under way to resolve title issues found during a legal search.
Mike, a committee representative, told members that title insurance has triggered the requirement for the more extensive land survey and that the same survey data will support station site layout and design. The committee said a purchase-and-sale agreement has been exchanged with the landowner and is expected to be executed by the end of the month; a target closing date of July 17 was cited.
Committee members asked whether the town should be spending on site-specific work before closing. Mike said most design work so far is reusable on other sites and that the only work specific to 984 Mass Avenue at this stage is the ALTA survey and initial analysis of access to Route 111.
On access, the committee confirmed the town will have an easement permitting the use and improvement of the lower portion of Sarah’s Way adjacent to the property and that the town will be responsible for improvements and maintenance of that segment. Committee members emphasized that using the existing Sarah’s Way driveway would not require MassDOT approval unless the town sought to modify or widen the entrance; constructing a new curb cut on Route 111 would require MassDOT review and likely a longer approval process.
The committee said geotechnical work and well testing will follow Board of Health standards and that precise well locations, test-pit locations and drainage requirements will be finalized during schematic design. Members agreed the survey team may have permission to access the property prior to closing to conduct necessary due diligence.
Next steps: the committee will finalize the P&S execution, complete the ALTA survey and incorporate its findings into the design team's site investigations. The panel also scheduled site-visit opportunities for small subgroups of committee members before the sale is completed.
