Woodbridge charter commission cancels August meeting, lays out topic schedule through December

The Woodbridge Charter Revision Commission voted to cancel its August meeting and set a topic-by-topic schedule for the fall as it prepares a draft report to submit to the board of selectmen.

Commissioners said they would use the September 2 meeting to address proposals about tiebreaking and second‑vote procedures, with additional sessions on Oct. 7, Nov. 4 and Dec. 2 to consider other numbered items on their list. The commission agreed to invite stakeholders and public commenters to appear when specific subjects are scheduled and to circulate agendas and minutes in advance.

The schedule is intended to streamline the commission's work so it can produce a draft report for the board of selectmen by March. Commissioners discussed whether the town would place all recommended changes on a single up-or-down ballot or split controversial items into separate questions for voters; that decision lies with the board of selectmen. Commissioners also noted that the final ballot timing could be aligned with the November election for maximum turnout.

Members debated how formal to be during deliberations. Some urged that when the commission forms a clear consensus about a change, a member should present a motion so the body has a recorded vote and concrete language for staff to draft. Others said exploratory discussion is appropriate first, but agreed that motions and recorded votes will be necessary before the commission finalizes recommendations.

No charter amendments were adopted at the meeting. The commission approved the June 3 minutes (the motion carried with two abstentions) and adjourned after establishing the schedule and meeting methodology. The next meeting is set for Sept. 2; the commission asked staff to distribute the calendar and meeting summaries to members and the public.
