The Town of Horseheads Planning Board on June 3 approved a special use permit allowing NB Motors (Nolan Beahan) to sell used cars at 210 Old Ithaca Road.
Town Attorney John Mustico read the published public hearing notice and explained the hearing procedures before the board opened the floor for comments. After a brief question from resident Lauren Austin about what changes would be made to the property, the board closed the hearing and reviewed the State Environmental Quality Review (SEQR) Part 2 impact assessment. Chairman Tom Skebey read all eleven Part 2 questions and the board recorded "No" responses across the criteria, concluding the action would not result in significant adverse environmental impacts and classifying the project as an unlisted action.
Board Member Ken Nicastro moved to accept the SEQR determination; Board Member Matt Mustico seconded. The motion carried, and the board adopted Resolution #10 of 2026 approving the special use permit. The approval is conditioned on Chemung County Planning Board approval and submission of a copy of the lease agreement for the property. The board's roll call on the resolution was recorded as AYES (6): Amy Crandall, Angela Hawken, Allan Curren, Matt Mustico, Ken Nicastro and Tom Skebey; NAYES (0).
The applicant, Nolan Beahan, explained he would add automotive sales to the existing business on the property owned by his father-in-law, Frank Morich, and acknowledged the New York State DMV's request to add barriers to delineate the two businesses. The board recorded the motion and conditions in the minutes; follow-up items required before full implementation are county planning review and submission of the lease.
