City of Byron mayor and council adopt FY2021 budgets unanimously in special session

The City of Byron Mayor and Council unanimously adopted four fiscal year 2021 budget resolutions during a special session Nov. 18, 2020, at the Municipal Complex auditorium. Mayor Michael Chidester called the meeting to order at 5:00 p.m., and the session was adjourned at 5:02 p.m.

Councilmember Michael Chumbley moved to adopt the General Fund Operating Budget for FY2021, and Rusty Adams seconded; the motion passed unanimously. The resolution designates Exhibit A as the city’s FY2021 General Fund budget and includes standard provisions permitting administrative transfers as allowed by state law or the city charter and a severability clause. The minutes note the resolution is on file in the City Clerk’s office.

Chumbley also moved to adopt the Special Revenue Funds Operating Budget for FY2021, with Adams again seconding; that motion likewise passed unanimously and references Exhibit B as the Special Revenues Budget. The council then adopted the Debt Service Fund Operating Budget (Exhibit C) and the Enterprise Funds Operating Budget (Exhibit D) following the same motion/second pattern; each resolution carried unanimously.

All four budget resolutions were recorded in the minutes as approved without roll-call dissent. Those present and recorded in the minutes were Mayor Michael Chidester and council members James Richardson, Rusty Adams, Michael Chumbley, Chris Hodges and Alan Dorsey; City Clerk Telina Allred and police staff were present as support. City Attorney Tom Richardson was noted absent. The minutes state that copies of the adopted resolutions and their exhibits are on file in the City Clerk’s office at the Municipal Complex.

The special session concluded with a motion by Michael Chumbley, seconded by Chris Hodges, to adjourn at 5:02 p.m.; the motion passed unanimously. Telina Allred is listed as Clerk of Council in the minutes.
