Prospective resident Justin asks Shamrock Lakes board about building plans, sewer and covenant requirements

Justin, a resident who said he grew up in Shamrock Lakes, told the town board on Sept. 18 that he and his family are considering returning and building a new home on a field his father owns at the end of Lake View.
"We have five kids and we're looking to be closer to grandparents," Justin said, explaining why the family wants to move back. He said preliminary plans call for a home of about 2,700 square feet and estimated a driveway of roughly 500–600 feet from Bankland Pike into the site.
Justin asked whether the parcel falls under the Crestwood subdivision covenants or is governed only by Shamrock Lakes ordinances. A board member said the field does not appear to be part of Crestwood — the Crestwood boundary was described as lying south of a nearby garage — and that online county parcel mapping (Beacon Schneider) shows the parcel as Shamrock Lakes but not as Crestwood.
The board discussed practical constraints. Members said sewer lines run along the Crestwood dam and up near Angling Pike, making that route the likely connection point, but they emphasized there is no existing infrastructure laid behind the parcel and an engineer or sewer operator would need to assess slope, distance and whether a lift station would be necessary. A board member named Travis Williamson was identified as the operator of the town sewer system and offered as a technical contact; the board said it would provide Justin with Travis's number.
On process, board members said Justin should submit finalized, "hardened" building plans to the board before seeking a county building permit. After board approval, Diane, the clerk, will notify Ann Owen at the county, who handles building-permit approvals.
The board also advised Justin to get advance concurrence from neighbors if his planned driveway would cross or use an adjacent lot; members cautioned that late neighbor objections have previously derailed plans.
What happens next: Justin said he will reach out to Travis Williamson about sewer feasibility, review recorded plats and covenants (plat book 31B was referenced), and return with finalized plans for board review before applying to the county.
