Staff told council the dugout structures were expected to be delivered soon and that weather remained the principal scheduling constraint; restrooms and the concession stand were reported near completion and utilities had been connected. Council members asked for a target date; staff said completion would depend on delivery and weather but that the change order would essentially finalize the contractor's obligations while allowing city crews to finish remaining items.
Council suspended the rules to consider the ordinance by emergency, voted to adopt it by emergency and later read the ordinance again for the second reading by emergency before declaring it dually passed and enacted.
The change order was recorded as reducing the contract cost and is expected to expedite final site completion under city supervision.
