Finance director seeks temporary accounting help to catch up audits; RFQ approved

Finance director Mr. Fierro told the commission the city is behind on essential audit and accounting tasks and needs outside help to get current with state reporting and audits.
He outlined missing work that auditors require—complete general ledger and journal entries, reconciled bank statements, updated capital asset schedules, depreciation calculations, payroll reconciliations and schedules of federal awards—and said the city received a modified opinion previously because capital asset schedules were not properly updated for the prior year.
Fierro described staffing shortages in the finance office (roughly 6 of 11 finance positions currently filled) and said the city needs temporary support to assemble schedules and documentation for auditors. He asked commissioners to authorize an RFQ/RFP process to locate qualified firms or temporary staff for a limited engagement (he suggested about six months, cost dependent on proposals).
Procurement staff (Miss Bolt) explained the RFQ approach to comply with state procurement rules and said the city would broadcast the opportunity to qualified firms, including via the New Mexico State Auditor’s Office. The commission approved release of the qualifications RFQ; staff will receive responses, evaluate qualifications, and bring recommendations back for award and possible negotiation of scope and cost.
