Otsego County board approves $2.68M contract for Route 58A bridge, transfers $350,000 from contingency

The Otsego County Board on a roll-call vote approved awarding the construction portion of the County Route 58A bridge replacement (bid OTG-018 of 26) to ING Civil for a not-to-exceed $2,684,400. The board also authorized a $350,000 transfer from the county contingency account (A1990-54800) into the local bridge line (D5112-522100) to cover the higher-than-expected bid price.
Highway Superintendent Rich Brenmer told the board the apparent low bid was “a lot higher than the engineer's estimate” and that the county would need about $350,000 out of contingency "to be able to construct the bridge." He added the county had a separate state grant for removing the old bridge abutments, but that reimbursement timing meant the grant proceeds likely would not be available until next year.
Board members asked whether the road's current posted weight limit and recent inspections raised immediate safety risks. Brenmer said the bridge is posted at 18 tons and the next inspection was expected in late September or early October; he told the board the structure had deteriorated rapidly and that crews had spent previous funds to address flagged items.
The contract will be paid from CHIPS capital maintenance (D5113-522500) and the local bridge line (D5112-522100). The board recorded a roll-call vote approving the award and the contingency transfer in two separate motions; both measures passed.
The board later presented late Resolution 293 to formalize the contract authorization with ING Civil, which passed on roll-call vote. County officials did not list a contract number in the meeting record; the resolution’s sponsor list and vote are recorded in the official minutes.
