Hicksville council unanimously approves codification and multiple emergency assessments; personnel items tabled

The Hicksville Village Council on Aug. 19 moved, largely by suspension of the rules and unanimous voice votes, to adopt a package of ordinances and resolutions and to authorize an application for state funding for a lift‑station project.
Council approved Ordinance 2024‑16, to codify village ordinances through Dec. 31, 2023, after a motion to suspend the rules and a recorded motion to approve. The meeting minutes show a sequence of additional first readings by caption and repeated suspensions of the rules followed by motions recorded as approved (“All voted yes”) for multiple items, including measures described in the minutes as assessing delinquent utility bills, delinquent mowing bills, nuisance property cleanup costs, sidewalk repair assessments, and a street‑light millage. Council also authorized the administrator to apply for Ohio Public Works Commission (OPWC) funds for the Defiance Avenue Lift Station Project (Resolution 2024‑19), again after suspending the rules and recording a unanimous approval.
Two ordinances that would amend personnel provisions (listed in the minutes as Ordinance 2024‑17 and Ordinance 2024‑18, concerning an added employee holiday and compensation for excess accumulated vacation days) were explicitly tabled for review by the Personnel Committee and were not acted on at the meeting.
