Council members on Aug. 5 considered the Personnel Committee's July 25 report about employee concerns and approved an updated Personnel Manual, but several council members asked for further review before final publication.
The Personnel Committee reported it had met with multiple disgruntled employees who raised issues about pay, benefits and "being targeted while on the job." The transcript specifically records that an employee named Felix Salinas "especially has been harassed." The committee instructed employees to raise future incidents first with the Administrator and, if unresolved, to the mayor and then back to council.
Charlie Martin moved to approve the updated Personnel Manual, seconded by Rob Bailey. The motion passed with Martin, Bailey and Toni Egly voting yes; Ron Beverly voted yes with the caveat that council review the manual again before it goes to print; Kent Miller and Eric Bassett voted no. Council placed the finalized manual on the Aug. 19 agenda to return in completed form.
The council did not record a formal investigation outcome or next investigative steps at the Aug. 5 meeting; the committee's procedural guidance was the primary response documented.
