The Monroe City Council on May 12 introduced an ordinance to annex about 26 acres known as Buckhorn Bend into the City of Monroe and postponed a proposed budget amendment to allow additional financial review.
Ella Blaine addressed the council in support of responsible development tied to the annexation but asked the council to consider community safety and infrastructure impacts. Several councilmembers, including Mrs. Ezernack and Ms. Woods, requested a clear estimate of the city’s likely costs for utility extension and other infrastructure before final approval; Mr. Muhammad and Chairman McFarland emphasized potential future tax revenue and economic benefit as part of evaluation.
Council also passed over an ordinance amending and supplementing the City’s operating budget for fiscal year 2025–2026 until May 26 after members questioned discrepancies in fund-balance calculations and prior-year data. City staff said the supplemental figures likely reflect reconciliations and higher sales-tax receipts but agreed to provide supporting documentation. The council asked staff to prepare written clarifications for the next meeting.
Separately, the council introduced an ordinance to amend Chapter 5 (Ambulance Services) to create a uniform ambulance service system and to license a sole provider; the item was introduced on motion and will return for later consideration.
Councilmembers said they want additional cost-to-city estimates and a development plan ahead of any final annexation vote; the budget supplement will be reconsidered after staff provides the requested documentation.
