Hicksville council moves forward on splash pad, pool grant and salt-bunker work; seeks pickleball court quotes

At its Sept. 16 meeting the Hicksville Village Council heard several project updates from Administrator Cory Wann and directed staff to proceed with next steps on parks and utility projects.
Wann reported outstanding grading and electrical work for the splash pad, with additional site grading needed on the north and northwest sides and near an original volleyball court. Staff will schedule required grading and continue planned electrical work. The administrator also said all picnic tables have been assembled and are stored at the Parks Department building, and that pavilion bathroom partitions are scheduled for replacement over the next couple of months.
On recreation, resident Bob Weatherhead asked the council to consider installing dedicated pickleball courts or converting tennis courts; council members asked the administrator to get quotes for both scenarios and to investigate dual-purpose nets that could serve both tennis and pickleball.
On utilities and compliance, Wann reported the Ohio Environmental Protection Agency raised concerns about salt runoff at the wastewater treatment plant. The village plans to construct a new salt bunker at the WWTP to move salt storage away from the ditch; staff expect to initiate and complete the project within the next month or two and will ensure compliance with OEPA guidance.
On the pool, the village received a pool grant agreement and sent it to staff member Rachel for review. The grant requires project completion by June 30, 2026; Wann said staff will finalize the engineer's updated estimate and prepare the project for bidding.
Council also approved the acceptance of the 2025 Local Government Fund allocation and adopted Resolution 2024-21 authorizing an OTSCIF grant application (both motions recorded as unanimous votes).
