The Monroe City Council on June 9 adopted the City’s FY2026 Annual Action Plan for the Community Development Block Grant (CDBG) and HOME Investment Partnerships Program, approving how the city will use federal funds in the coming program year.
"The City received $785,614 in CDBG funding, with approximately 65% designated for housing-related programs and the remainder supporting public services, community projects, and administration," Mrs. Hill told the council. She said funding recommendations were developed through public input and agency participation and highlighted partnerships with local organizations to expand resident services.
Mrs. Hill told the council overall funding increased by about $20,000 compared with the previous year, and she said Community Affairs launched a $20,000 year‑round youth mentoring program focused on financial literacy, job readiness and career awareness. On requests for program details, Mrs. Hill said about $100,000 is earmarked for reconstruction projects and roughly $258,000 in CDBG funds remain available for housing-related work; awards will be made based on program eligibility, family need and housing condition.
Councilmember Muhammad moved adoption of the action plan; Ms. Woods seconded and the resolution passed unanimously. The council also approved a resolution setting a public hearing and comment period for the FY2025 Consolidated Annual Performance and Evaluation Report (CAPER).
Mayor Ellis and several councilmembers praised staff for pursuing partnerships and leveraging limited resources. The council did not change funding allocations at the meeting; the action plan adoption documents how funds will be spent and establishes priorities for housing and community projects.
