Meridian Hills conditionally accepts Baumgartner's $209,159 bid for 2024 street maintenance

The Town of Meridian Hills held a public bid opening on Feb. 10, 2025, for Project 24-TOMH-02, 2024 Street Maintenance — Phase 2, and the council conditionally accepted Baumgartner & Company Asphalt Services as the apparent low, responsive and responsible bidder at $209,159.67, pending a formal review and certification by CrossRoad Engineers.
Town Council President Walter Freihofer opened the meeting at 7:02 p.m. after leading the Pledge of Allegiance at the Park Tudor Early Education Center Library in Indianapolis. Officials read sealed bids aloud that had been submitted by 5:00 p.m. EST to the Town Engineer's office earlier that day.
A total of nine bids were read: Baumgartner Asphalt ($209,159.67); Robertson Paving ($242,955.30); Calumet Civil Contractors ($245,000.00); Howard Companies ($223,956.85); Midwest Paving ($245,769.69); Grady Bros ($220,928.55); E&B Paving ($228,550.60); DC Construction Services ($216,537.90); and Globe Asphalt ($281,062.70). One potential bidder, Ben Cook of Grady Brothers, was present at the opening.
Town Engineers Willie Hall and David Borden performed a cursory review of the apparent low bid during the meeting and reported that the submission appeared "accurate and complete," subject to CrossRoad Engineers completing their formal bid review and certification process. Following that review, staff will confirm responsiveness and responsibility before any contract is executed.
Councilor Craig Huse moved to "approve the conditional acceptance of the bid submitted by Baumgartner & Company Asphalt Services as the lowest responsive and responsible bidder, barring any disqualifiers discovered by CrossRoad Engineers during their formal bid review and bid certification process." Councilor Zach Gordon seconded the motion. The motion passed on a 4-0 voice vote of the councilors present.
The bid opening and conditional acceptance do not constitute a final contract award; the formal bid review and certification by CrossRoad Engineers remains the next step. The meeting was adjourned at 7:16 p.m.
