MBA approves $19,090.05 change order to address water in excavation at health center project

The Daggett County Municipal Building Authority voted to approve a construction change order for the Daggett County Health Business and Community Center on Aug. 12, 2025. The board approved the change order, which increases costs by $19,090.05 and extends the contract time by three days, to address unexpected water encountered during excavation.

The presenter for the project told the board the change is a design modification to the substructure and includes adding an additional foot on the elevator pit. "It is time sensitive," the presenter said, adding that the first load of substrate material arrived that day and that delaying action would hold progress on the footing, foundation and base layer of structural fill.

A committee member moved to approve the change order; the motion received a second, and audible "Aye" responses were recorded and the motion passed. During discussion the Chair clarified that the cost would come from the contingency line item in the MBA budget. The presenter said they would meet with the tax commission about valuation issues and would pursue retroactive approvals if needed; the Chair indicated the board had approved the item and the presenter could proceed with signing.

Board members also discussed adding a standing agenda item for discussion and consideration of change orders and change directives; they agreed to move formal consideration of change orders to the "Policy and Legislation" section of future agendas while leaving progress updates under issue updates. The presenter said they would forward paperwork to the clerk and expected some documents to arrive late but would do their best to get them on the agenda for ratification or follow-up.

The board did not provide a roll-call tally beyond the audible 'Aye' responses captured on the record. The meeting adjourned at 9:52 a.m.
