Commission approves Rebuild Alabama report, grants and contracts including Clean Saturday refuse contract

The Montgomery County Commission on Jan. 6 approved a package of routine administrative items: acceptance of the FY2025 County Rebuild Alabama Annual Report (Engineering), several budget-change requests for grants (including the 2025 COPS Hiring Grant and local/state TAP projects), personnel reorganization within the Engineering Department, an addendum to the Xerox digital-conversion contract for appraisal records (with Chairman Singleton recorded as abstaining on that item), and a contract award to Martin Environmental Services for Clean Saturday refuse collection.
County Engineer George Speake presented the Rebuild Alabama report and the packet shows $2,957,955.06 in Rebuild funds expended in FY2025 with listed project details. Deputy Administrator Regina Walker outlined grant-related BCRs: the COPS Hiring Grant alignment (estimated county cost listed as $1,412,560.79), a local TAP match ($79,915) and a state TAP match ($52,125) for sidewalk and trail projects. The Commission also approved a recommended staffing reorganization in Engineering intended to save $38,880 in FY2026.
Procurement actions included awarding Invitation to Bid No. 51100-26B-005 to Martin Environmental Services, Inc. to provide compactor trucks and collection/disposal services for Clean Saturday at a tabulated contract amount of $83,400; the contract begins Jan. 14, 2026 and runs through Jan. 13, 2027 with renewal options and standard indemnity and termination clauses. The Xerox addendum was approved to permit manual indexing of documents not included in an electronic export; Chairman Singleton is recorded as abstaining on that vote.
The Commission approved miscellaneous appropriations to community agencies and education funds, granted travel and training requests across departments, and then adjourned at 11:05 a.m.
