Montgomery County commissioners voted March 3 to approve a proposed three-year renewal of the county’s external audit examination services agreement with RiverTree Systems, Inc.
The contract, as presented in staff materials, tasks RiverTree with identifying taxpayer candidates for examination, inspecting books and records for county tax compliance, preparing findings reports, and cooperating with the county in any subsequent legal proceedings. The agreement references Alabama code provisions governing private auditing and collecting firms and requires RiverTree staff to maintain required certifications, fidelity bonds and business licensing.
Compensation under the proposed renewal is stated as a prorated $75 per hour (billed monthly). County staff noted the renewal was modified from the 2023 contract to reflect changes suggested by the county attorney; the term would commence on March 6, 2026 for three years. The agreement contains confidentiality, inspection, and termination provisions and bars contingency-fee arrangements for audit work under Ala. Code §40-2A-6.
Vice Chairman Carmen Moore-Zeigler moved to approve the renewal; Commissioner Harris seconded. The motion carried unanimously.
Why it matters: The contract governs how Montgomery pursues local tax compliance examinations and could affect revenue recovery and taxpayer interactions; the agreement explicitly ties RiverTree’s work to state statutory requirements for private auditing firms.
