Montgomery County adopts formal amendment to close out 2020 CDBG‑CV project, reducing beneficiaries

Montgomery — The Montgomery County Commission voted unanimously Feb. 17 to adopt a formal amendment to the county’s 2020 Community Development Block Grant–Coronavirus (CDBG‑CV) project after a brief public hearing. Community Development Specialist Elizabeth Daly of the Central Alabama Regional Planning and Development Commission presented the amendment and explained the county’s request to revise the project beneficiary total.
The amendment reflects a reduction in the number of direct beneficiaries identified in the original grant application. Documents presented to the commission state the applicant estimate in 2020 was 2,520 beneficiaries and that the county now records 397 people actually assisted through the Mercy House program and its Manna House kitchen and food truck. County staff said the change is driven by the smaller size of the non‑profit partner that ultimately delivered meals and the actual count of residents served.
The hearing record shows no public comments were offered at the meeting and the resolution was moved and carried unanimously. Chairman Doug Singleton closed the hearing after the presentation. The amendment authorizes the county to amend the grant so the project may be officially closed out with ADECA, the Alabama grant administrator.
Why it matters: the CDBG‑CV program requires formal amendment when direct beneficiary totals change by more than 10 percent, according to ADECA policy.
