Montgomery County approves MOU to fund DMV kiosks for probate court

The Montgomery County Commission on Dec. 2 approved a memorandum of understanding with Probate Judge J.C. Love III to fund a network of motor‑vehicle self‑service kiosks operated under agreements with Neumo DMV, LLC.
The MOU, included in the agenda packet, specifies the county will appropriate $65,000 to the probate judge once each year of the initial three‑year contract term (and annually during any one‑year renewal) to be used for compensation due to Neumo. The MOU further states that remaining compensation due Neumo will be paid first from the probate court’s Tech Fund and secondarily from the judge’s Discretionary Fund until termination of the agreements.
Vice Chairman Carmen Moore‑Zeigler moved the MOU’s approval and Commissioner Isaiah Sankey seconded; the motion carried unanimously. The agenda materials identify two separate agreements referenced by the MOU — an “Agreement for Services Self‑Service Kiosks” and a “Payment Services Agreement” governing card payments — and describe initial contract terms as three years with automatic one‑year renewals thereafter.
The MOU memorandum asks that executed copies be returned to the Commission and the Engineering/administrative staff for implementation; the packet does not include a detailed projected annual cost to the county beyond the $65,000 annual appropriation included in the MOU.
