Chief of Contracting Emily Morrison described a procurement structured to select two teams for a nine‑to‑12‑month collaborative design phase. Brent Butzin, strategic commercial advisor, said keeping two teams through design preserves competitive tension when final proposals are submitted and estimated final contract value at roughly $2.4 billion. The PPCA work would be paid in milestones during the design phase and staff said that payments to both teams reflect reimbursing substantial, near‑term design effort rather than ‘‘paying the winner twice.’'
Director Ernest Camacho questioned the rationale for paying both firms and whether the winning firm would be paid again later; staff explained that a portion of PPCA payments would be held back and that deliverables from the PPCA phase would be part of the ultimate contract. The board voted to authorize the RFQ and award the two PPCAs.
