Mayor and council assign $33,589 to park development fund; discuss using unassigned balance for library project

Heather presented the recommendation and the figures, saying the park development fund had $30,868 carried over from last year and this year added $2,650 from golf-tournament proceeds and $71 in donations for a total added amount of $2,721, bringing the designation to $33,589. "At the end of last fiscal year, we had $30,868 designated for the park development fund," she said, summarizing the line items.
The move required no budget amendments, Heather said, because departments were within their budgets at fiscal year end. The chair asked for a motion to "assign $33,589 to future park development for fiscal year 2026," a council member moved, another seconded, and the council approved the motion by voice vote. The chair announced, "motion carries."
After the vote, council members and staff noted a sharp increase in tournament proceeds compared with the prior year. One speaker observed the town "only made like $600 on the golf tournament" previously, and others attributed the larger net — $2,650 this year — to a venue change to Crooked Creek and higher team participation. Council members thanked Parks and Rec staff for the uptick.
The meeting also included a broader discussion of the town's fund balances. Heather said the unassigned fund balance was "so much higher above our range of our policy" and suggested the council consider moving some unassigned funds into specific designations. She listed several small designations already on the books (park development; a fee-in-lieu account for sidewalks and greenway development; a capital projects account with more than $2 million; and a $50,000 library projects designation) and suggested the council consider moving additional unassigned funds into the library designation as a gesture of partnership with the county on a proposed joint library project. She noted next steps would include an MOU with the county and selecting an architect if the project moves forward.
Council members agreed staff should prepare a proposal for the July meeting for consideration. The meeting concluded after a motion and voice vote to adjourn.
Following adjournment, a participant asked about people "going around cleaning up storm debris," and the response began by referencing a contract before the audio ended.
