Dodge County commissioners create county-owned bank account for employee health claims

The Dodge County Board of Commissioners unanimously approved a resolution May 18 directing the county manager to open a restricted bank account for health-claims funds at Colony Bank in Eastman, Georgia.
The resolution, approved after a motion by Commissioner Jeffrey Jones and a second from Commissioner Leigh Ann Greene, replaces the prior arrangement in which the stop‑loss carrier managed the funds. County officials said placing the funds in a county-owned account will allow Dodge County to retain any interest earned on those funds.
The measure specifies that checks issued on the account will require two signatures from the following officials or their successors: Chairman Dan McCranie, County Manager Conner Bearden and County Clerk Kimberly Smith-Parkerson. The resolution was titled, in full, “TO CREATE A SEPARATE BANK ACCOUNT FOR THE COLLECTION AND DISBURSEMENT OF FUNDS FOR MONIES RECEIVED FOR HEALTH CLAIMS.”
County Manager Conner Bearden was directed to establish the account at Colony Bank in Eastman and to set up the required signature cards. The board discussed and approved a grammatical correction to the resolution before the final vote.
The motion passed with all four commissioners present voting in favor; Vice-Chair Brian Watkins was absent. No additional funding amounts or account-balance targets were specified in the meeting minutes.
The board did not set a specific implementation date for when the county will begin using the account; Manager Bearden was given direction to proceed with the account setup.
