Staff also described lane‑reconfiguration options and turn‑movement conflict reductions at known crash locations, and noted the project team will pursue state and federal grants (for example ATP and HSIP) to fund more costly structural elements.
Commissioners asked about lane counts, parking impacts and community outreach; staff said the design reflects nine months of public outreach across 2024–25 and that full construction plans will be completed in later phases. The commission voted to accept the 30% design for further development and grant pursuit.
