The presenter said most existing limits remain appropriate but cited examples where engineering justified changes: segments of Paramount Boulevard and parts of Montebello Boulevard would increase to 35 mph in some stretches; Lincoln Avenue and Popular Avenue segments would increase by 5 mph in places; Howard Avenue between Jefferson Boulevard and Lincoln Avenue would decrease from 35 to 30 mph; and Paramount Boulevard between the SR‑60 freeway and Montebello Boulevard would be reduced from 40 to 35 mph. The study used CALR methodology to identify segments exceeding expected collision rates.
Staff emphasized that posted limits must align with the California Vehicle Code and the manual on uniform traffic control devices, that radar enforcement eligibility and driver expectancy are factors, and that council adoption is required to make posted changes enforceable. The commission voted to file the report and forward the recommendations to city council for adoption.
The item will return to council for formal adoption of any posted‑speed changes and staff said the city will provide the necessary documentation for enforcement and signage adjustments.
